Mr Riggs promise me to have my work done in 7 to 10 days after two water lines had burst in my home. He acted very nice and knowledgeable and said it would take no time at all. I am disabled for many reasons, and am raising 4 children on my own, so it was important that it be done quickly. He submitted his estimate, which my insurance accepted, and kept in contact. Once he received $10k, he removed all of my cabinets, (which were not damaged), and put them in my front yard instead of the work dumpster. 3 hours later 2 shady looking guys came to pick them up. So I asked them separately, why they were not thrown away. Both answered because they needed them for another house. I questioned Ceceil Riggs and he his response was “Well you didn’t say I couldn’t take them.” I told him that I wanted compensated for the profit he was gaining off of me and he promised he would add to my upgrades, which never happened. That was May 19th. My kids and I went over 3 weeks without a kitchen, then once I got cabinets it took another 2 weeks to get counters and a sink. 2 1/2 months later my kitchen is still not complete. Mr.Riggs did not show up again until he found out no more funds would be released through my insurance due to surpassing the 7-10 days. On July 22nd he sent his crew out and installed carpet in 2 of the 9 rooms needing carpet. They broke 2 tables, and tore my new curtains. That day Ceceil made a 10 minute visit to say that a worker would be over the next day to gut my bathroom, which was the 23rd, and that he would be back on the 24th to install my new bathroom. This was very important because I cannot climb stairs due to my disability, and that was the only bathroom on my level. The worker did come over and gut my bathroom, but the next morning when I tried to call Ceceil he kept rejecting my calls. So I called his worker, Mike Eastham, and he informed me that Ceceil had intentionally had my bathroom gutted to try to force more money from me. Now Ceceil is trying to get me to sign a contract saying I will pay him what insurance does not. This entire claim is being paid by my insurance, not me. He had also tried to go behind my back and contact my insurance company to get more funding at completely unreasonable rates.
