/On the 29/1082018 I went to the customer care center in Laudium to sort out the electricity issue. We had paid the bill late because we do not receive a municipal bill we have to request it over and over so we were not totally sure what to pay however we have paid more than the bill and proof was sent to the service agent, he then said he will get them to reconnect they then came Monday and reconnected and then again on Tuesday afternoon when my kids were at home gentleman from the municipality insisted on coming into the house, they were aggressive and rude swore at the kids and said if they do not open they will disconnect and they threatened that they will show the kids they will disconnect the lights m y daughter showed them the reconnection ticket received on the 29/10/2018 and the one said that means [censored] all to them and still insisted on letting them in. I was on the phone and I had asked them to just give me 15 to 20 minutes I will be home by then he then still persisted and said he needs to see the meter, I then told my daughter to let him in and show him the meter he walked through the house switching lights on and off in the bedrooms, they refused to show identification, they swore at my mom who is a sickly old pensioner, they were bitterly rude and their body language was aggressive as well. my kids were very scared. I mean is this the way we need to be treated despite sending several proof of payments to the municipality via email, I sat on the phone with the customer call center for longer than an hour all at my cost but still got no joy, we stayed awake but no one came to switch on the lights, my kids could not study nor could I put my mother on the ventaliser machine as she had an asthma attack and still today no one has been to reconnect the lights. I have several reference as well as sent several email and still nothing. attached is the reconnection ticket which is clearly dated 29/10/2018 and then the guy disconnects again on the 30/10/2018 and refuses to see the documents and states it mean [censored] all…

The other months the cost ranges from r100 to r300, and other months without the specific charge at all. When inquiring this with the customer care on what the charges relate to, this was the response: “thank you for logging your query with us, your service request number is:[protected] With reference to your enquiry kindly note that the transfer too place in 2016 the was a period that you were not charged for the rates and taxes but it is not specified on our system therefore you are kingly advised to visit rates and taxes department for further detailed explanation about these charges.” Visiting the rates office I was told to just pay. At the end of september I paid my account like normal. On 06/10/2015 I received a final demand delivered to my house for an account that is only due at the end of october.in fact the final demands were issued to everyone in the street. I contacted the call centre and was told that my deposit levy had increased and it is standard practice to pay that up front, yet it is only due together with my electricity at the end of the month. I have now received my new account for the month and have been charged for the final demand which is an error on behalf of this government organization. Knowing that I don’t owe you anything, I called your call centre and after holding for 49mins (using a cell phone) it was confirmed that the job card issued was incorrect!!! We have been without electricity since 22/10/2016, I reported the incident on the same day (incident nu: 405). For the past 18 months I have had numerous issues with Tshwane not allocating my payments and then billing me penalties because of apparent non-payment. This is despite me faxing & emailing proof of payments numerous times and spending literally hours on the phone. Most of the timewhen I phone in you sit in a queue for15-20 mins after which someone picks up the phone and then just puts it down in your ear without saying a word. In my latest encounter Tswane is claiming my payment made 12 January 2010 at a Pick and Pay Easypay point via debit card has been ‘dis-honoured’ on 3 March 2010 even though I have statements from both Nedbank & Pick n Pay showing everything was succesful. Pick n Pay even tried phoning them to get this sorted out but Tshwane just continues saying the problem cannot be on their side. This put my credit record in jeopardy and I also had to pay more than double my normal payment to avoid legal action. I now sit at a point where I have yet again paid more than I had to due to the total uselessness of the staff & systems at the City of Tshwane. Last comments I had is that I have to go to their offices and state my case. To do that I have to put in leave!!!

I received an email from Annemarie Burger on the 19 May 2017 informing me that the refund application has been submitted for approval and once finalized it will be refunded via the EFT system to the conveyor attorney. On 26 June 2017 I received another email from Annemarie Burger saying please contact your conveyor attorney in this regard as we are waiting for confirmation from their side to finalize the process. On the 28 June 2017 I received an email from Nicolene Engelbrecht of Engelbrecht Attorneys saying we have applied for the refund at City of Tshwane and we confirm that we have not received the refund yet and will notify you once we have received same and this email was also sent to Annemarie Burger. Annemarie Burger say they are waiting for my conveyor attorney to lodge a claim and my conveyor attorney sent an email to her about the claim and this was about 5 months ago but still the matter has not been resolved.

Good day We have a problem with street lights that are not working since last year November in Ekangala, Dark City. We go to work in the early hours of the morning and come back late in the evening, is too dark. We catch buses and is so scary waiting at the bus stop in such darkness. Women get marked, so is not safe. We will appreciate if you can get Eskom to fix that the lights. Last year Eskom added more street lights and we so relieved that it will give more brightness in the street but now most of are not working, so it seems like it was just as waste.

Good evening I have been having challenges with tshwane municipality, where I was billed on a meter that was stuck. The electricity meter got stuck around august 2015 @ 40565 and I only noticed that it was stuck in january when they sent a bill saying my actual reading is 56363, and I asked how was the reading taken where as the meter was stuck, and when I asked for records on how the readings were taken and who took the readings, I was never shown. Then again an actual reading was taken in march 2016 @ 48397, while the meter was stuck @ 40565 as per attached picture. I have made enquiries at the city of tshwane offices to resolve this matter, however it was not resolved to my satisfaction, because the meter was changed in april 2016, however the billing of the faulty meter still carried over. Good morning On friday afternoon 27 january 2017 the following sequence of events occurred as explained below. The series of events and phone calls made to the call center makes it plainly obvious that there is a problem on the back end billing system of the smart metering system. At first I am r-0.79 in debt, I make a payment of r500 to the account above and suddenly I owe over r7000. This as a formal complaint of the smart metering system.in the same breath I must compliment a lady by the name of sebenzile at the smart metering call center. She made every effort to understand my plight and offered her assistance. Sequence of events on friday 27 january 2017: Sms received: 16h30: Warning! Prepaid smart meter account:[protected]???, meterseadc0002006???, r-0.78 balance is flagged for disconnection. Please top up your account. From cot 16h50: Top up payment of r500.00 for account [protected]??? On 27/01/17 at 16:50 was successful. Account balance is -7324.28. From cot 16h53: Warning! Prepaid smart meter account:[protected]???, meterseadc0002006???, r-7324.28 balance is flagged for disconnection. Please top up your account. From cot It was during this time I contacted the smart pre-paid call centre at [protected]. The lady I spoke to pointed out that because there is an “s” in what she thought is a reference number that I should call city of tshwane. I contacted their pre-paid call centre at 19h14 and they tried to forward me on to smart meter but I was disconnected. 19h06: Warning! Prepaid smart meter account:[protected]???, meterseadc0002006???, r-0.78 balance is flagged for disconnection. Please top up your account. From cot At 19h30 I again made contact using the above number to the smart meter call centre and managed to speak to a very patient and helpful sebenzile who explained that on her side she could not see a payment made to this account and explained that my account is now r9000 in arrears. She escalated this and says that she will call me back on monday and requested that I try get a proof of payment for the most recent payment from the bank tomorrow 28 january 2017. I have full faith that sebenzile will assist in resolving this matter. As you can imagine I am confounded at the discrepancy in the series of sms messages and how the online involve and top up history shows a payment of r500 but the system used by the call centre does not reflect this. I have attached the most recent invoice as supporting document. Here is an excerpt from the email sent to my immediately after I paid the r500 this evening: “dear customer, A top up payment of r500.00 for your prepaid smart meter account: [protected]??? How many tshwane residents did not receive their october account and have now received a service levy and letter of demand for their account not being paid in time? I pay tshwane immediately when I get my invoice either via post, sms, or e-mail. Tshwane failed to load an invoice via e-tshwane (and ketiwe phasha and her supervisor tenda masotsasa from customer services, tell me that they are aware of issues with invoices not being processed). They also failed to send anything via postal services and sms services and have issued me an invoice now 7/12/16 which I paid on the 7/12/16 for october and november. Then I receive a letter of demand printed 9/12/2016 for both months???. They do not inform me and wait until it”s too late to pay the previous month account (e-tshwane does not work) and then charge me r190 service fee. I am a widow and a pensioner with a very small income.in order to earn some extra money, I have been letting my house (bianca singel 64, montanapark, lot 83 with mun. Acc # [protected]) to tenants for 15 years now. The current tenant, mr. John vos (tel [protected]) have been renting the house since july 2016. The tenant has been using prepaid electricity. The municipality of tshwane alleges (without any proof whatsoever) that the tenant has been using the house as a business and that the amount of electricity used by him is too small and that he therefor had tempered with the meter. He denied all the allegations. There is also no proof of tempering. Mr. Vos went to the police where he made a statement in this regard. According to the municipality I am – as the home owner – responsible for an amount of r175 000 which includes fines! The tenant, mr. Vos, apart from making a statement at the police, went to see ms. Betty chuene with all his evidence (her phone number [protected]) on 4 january 2017. A dispute was furthermore lodged with kabelo f molukanele (counter # 8 at meter records). Nobody responded until this very day. I want to sell my home, but I am unable to do anything with the fictitious “debt” against my property. Please assist.

I am using a prepaid meter from city of tshwane, on wednesday our lights just went off and we were unable to add units and we called city of tshwane call center to report the matter and we were told that a technician will be sent to us within 4-5 hours and we were given a reference: 22/1. We waited wednesday, thursday and friday and the technician did not come. We called the call center after more than an hour of waiting on the phone the person answered told us rubbish and they just decided to put the phone on side, we could hear voices on the other side but she decided that she is not going to talk to us until we hangup the phone. This is the extremely worst service, we have a baby that needs formula and for 3 days we cannot do baby”s formula, and we cannot cook and other food got rotten in the fridges while we do not owe anyone, we are using prepaid meter. Why do we have to suffer always to receive a service that we are paying for from government? Now they want us to vote them and yet we are living without electricity as if we owe them! I wish all the voters can vote the current city of tshwane administration out for good. Up to this point account number [protected] was up to date. I had no knowledge that I had to open new municipal account under my name. After I was made aware of this, I opened new municipal account number [protected] under my name in august 2017. I informed the municipality that I have been paying municipal rates into previous owner account and I ensured that it was up to date. Municipality informed me that they were going to refund all the money that I had paid from account [protected] which belonged to previous owner into my new municipal account [protected] that I have just opened. Municipality recently sent me statement showing that I owe them +- r10400. When I went to enquire about bronkhorstspruit municipality has informed me that they have refunded this money to the previous owner”s lawyers. The previous owner”s lawyers have transferred the money to the previous owner. Municipality want me to pay this money again which is unfair. The money was supposed to be transferred into my new account

I bought a recharge voucher on Monday, I entered the code but keeps on failing. I phoned Tshwane electricity department that same day, they gave me a reference number and said that someone will come to assist, today is Wednesday I am still waiting, almost two days now without electricity. I have already phoned numerous times and everytime they tell me that somone will come. Why is it taling so long just for someone to assist?

I have applied for electricity prepaid meter in January 2016 and to date the meter is not installed. I have communicated with the municipality more than five times and I don”t get any feed back. I sometimes get estimates billing and the municipality is dragging their feed to do the installation. I went to cancel the application but it was never cancelled. I am thinking of getting the private company to install the meter for me as it clearly shows that the municipality is not willing to assist me. alternatively I should get a refund with interests.

I have been given a 19000 bill from the municipality, I couldn”t understand y. I went to them they said I should bring an affidavit, which I did, they came and inspected my house, found nothing. Still it”s five months they can”t remove the billing i”m always in their offices but, the person who is supposed to remove this bad bill apparently ignores my complain, I don”t know what to do i”m a single mother, i”m tired of going to the offices, my bill scares me. I have had an electricty bill of 0.00 for 3months and I did complain about it. The council then decided to instal a new one and gave me a bill of R4700.00. First of all how did they do thier billing and why should I be responsible for thier mess? this incindent happened last year and now they give me this bill. I assume that they have used the new tariffs for last years billing My normal electricity bill for last year was about R300-R400 mathematically this does not make sence. I am sick of been bullied by the Government!

I have not received any invoice or statement for my water and electricity since october 2016. I have logged various queries monthly since then on e-tshwane website, called and been issued various reference numbers. Up to today, no resolve, they can not give me an account statement. I have been paying average amounts and not sure at all where I stand. The same goes for my rates & taxes. How is this possible?? Late last year they even had a radio campaign urging users to pay in full on time. Yet they can not give me my invoice/statements. I am at my wits-end. This is such bad and unacceptable service!

I have sold my previous property in centurion in june 2016. July I went to the municipality of tshwane, after transfer was done, to do the request for refund on my closed account, which was in july 2016. This is just short of r10 000 tshwane owes me. I called hundreds of times after that, I logged tickets, yet nothing. It is now 6 months later, and tshwane has still not refunded me the money they owe me. If I don”t pay my electricity bill, tshwane will cut it off in a few days and I will have to pay connection fees! Yet, tshwane can take my r10 000, earn interest on it for months, and I am unable to get them to pay my money back! This is insane! I have no idea what to do anymore. When I submitted the refund application, the lady at refunds said to me it can take 3 – 4 months for the refund. It is now 6 months and they don”t even anwer their phones! Please help! I hereby lodge a complaint against City of Tshwane, concerning the manner in which they have handled my account for Municipal Services, and for which they are now threatening to stop providing me with services, and request your assistance. I firstly would like to provide you with some background. I had two properties registered in my name, one in Akasia (Unit 850, Wonderpark Estate), and another one in Kosmosdaal (Plot 4157, Blue Valley Golf Estate). The latter property was a newly built house and I occupied it in August 2014. In 2017, I sold the property at Kosmosdal to Mpumelu Trust, for R3, 295, 000, and during that period the following transpired: 1. The purchasers took occupation of the property on 1 June 2017, on lease, before date of registration. The occupation was on the basis that the purchaser will pay rental amount of R25000, and in addition, the rates and taxes account on the property are transferred into his name; 2. The house was registered in the name of the purchaser, on 22 September 2017; 3. During the process of registering the property in the purchasers name, I paid an amount of R41330.44 to Rene Attorneys, for them to settle my debt with City of Tshwane, so that they can issue a clearance certificate; 4. I also paid an amount of R16, 873, 21 to the Attorneys as a deposit requested by City of Tshwane, which would/or a part of which would be refunded to me after registration of the property in the purchaser’s name. 5. The purchaser was paying for rates and taxes directly to the Attorneys on behalf of City of Tshwane; 6. The property took long to register while we were waiting for City of Tshwane, who said at the time that they wanted to take electricity meter readings first before they could issue the certificate, which they ultimately did. At some point, after registration of the Kosmosdal property in the name of the purchaser, City of Tshwane stopped sending me my account for the property at Akasia, and I was receiving correspondence I did not understand regards the same account. By then I had relocated to Botswana, and closed my account with Nedbank from which I used to pay Municipal services for the Akasia property. I kept on enquiring about my account on the Akasia property from City of Tshwane, without success, and had stopped paying for the services for that property which amounted to around R290 per month at that time. I started receiving correspondence from City of Tshwane, which indicated that I owe an amount of R37000 to the City on the Akasia property. This was surprising because considering the period for which I was not paying for services at Akasia, the outstanding amount should have been in the region of around R7, 000 to R9000. I went to City of Tshwane offices to seek clarification on this account and I was told the following: 1. That ever since I occupied the property at Kosmosdal in 2014, City of Tshwane was omitting to bill me on electricity by mistake. They were only billing me rates, taxes, and water. 2. That at the time when City of Tshwane issued a clearance certificate for the same property, they were not aware that they were not billing for electricity, and therefore issued the certificate by mistake; 3. That when City of Tshwane realized their mistake, it was after the property at Kosmosdaal was registered in the name of the new purchaser; 4. That when City of Tshwane realized their mistake, they calculated the arrears in electricity through meter readings (I don’t know how they got that right), and the amount owing was calculated at R23, 000; 5. That City of Tshwane charges that amount of R23000 to my Akasia property account, since the account of the property at Kosmosdal was closed due to the sale; 6. That miscellaneous charges were raised on my Akasia account for the arrears on the Kosmosdal house and the arrears on the Akasia account; 7. That the services of the house at Kosmosdaal, continued to be charged on my Akasia property account, even after the purchaser had changed the account into his name. I am now at a stage where City of Tshwane is threatening to stop providing me with Municipal services for the Akasia property, despite the fact that these irregularities happened because of their negligence, and I still cannot make sense how they could have charged the services of one property on the account of another property, and many other things they did irregularly.

I owned a property at 291a julius jeppe st waterkloof pretoria. It was sold and transfer took place on 2 june 2016. I had to pay I had to pay 4 months in advance, an additional r7000 in advance for the municipal account to before the transfer could take place, and I was promised this money would be returned. Nothing has happened. I now reside in cape town so it is not an option to go into the municipal offices to have the matter attended to. I have subsequently sent several emails to the attorneys, tshwane customercare as well as the city council member for the area mr philip nel, who subsequently approached the regional hotline. I paid my electricity account every month and was up to date with it until yesterday, when I got home, I got a final warning that my account was in arrears of R26000! I went to the City of Tshwane Electricity account offices this morning, only to learn that they have overnight decided to increase my deposit on the property to R13000! This is unacceptable, but unfortunately I have to pay the outstanding balance to prevent the electricity services to be cancelled. The Chief in charge advised that they decided to increase the deposit, and that there is nothing that I or anyone else can do about it. He suggested that I make an arrangement to pay x amount every month in order to have the deposit of R13000 paid in full. Is this how they normally work with the electricity accounts? I mean, I paid R12000 deposit some 15 years ago when I bought the property. And now al of a sudden, there is an increase in the deposit, making it R13000! I can”t believe that this is happening to me…

I received an account today of just under R20 000 from the municipality. Apparently they have made a calculation error for the last 16months and have undercharged me for electricity. I should now pay in the R20 000. This is an impossible task. How can such mismanagement lead to me as consumer carrying the brunt of this? I have no idea how to resolve this or how to get this paid.
